CRITICAL FIX: Frontend was serving raw CSS with uncompiled @tailwind directives, resulting in completely unstyled pages (plain text without any CSS). The .dockerignore was excluding package-lock.json, causing npm ci to fail with "The npm ci command can only install with an existing package-lock.json".
